Half a century ago, Belgian Zoologist Bernard Heuvelmans first codified cryptozoology in his book On the Track of Unknown Animals.
The Centre for Fortean Zoology (CFZ) are still on the track, and have been since 1992. But as if chasing unknown animals wasn't enough, we are involved in education, conservation, and good old-fashioned natural history! We already have three journals, the largest cryptozoological publishing house in the world, CFZtv, and the largest cryptozoological conference in the English-speaking world, but in January 2009 someone suggested that we started a daily online magazine! The CFZ bloggo is a collaborative effort by a coalition of members, friends, and supporters of the CFZ, and covers all the subjects with which we deal, with a smattering of music, high strangeness and surreal humour to make up the mix.
Unlike some of our competitors we are not going to try and blackmail you into donating by saying that we won't continue if you don't. It looks like one of those plastic hooks that have an adhesive pas of the back of them and you can stick them to walls, doors, inside cupboard, etc, hand tea-towels or whatever on them, and come back later to find the whole lot on the floor because the adhesive isn't up to the job.
The yellow light would suggest that the photo was taken indoors. Is it in your kitchen sink, perhaps?
I can see it being a plastic hook, but it looks like the edge the water has to it is circular and smaller than a sink would be, I'd guess it was in a glass tumbler or something no bigger than a bowl. That is assuming what I think is the edge of the water actually is of course.

It's not a plastic hook, and the area of the water is larger than either a bowl or kitchen sink.
But that's not to say that you're not on the right track, however...
Plasticine in a bath perhaps?
