He looks to be fishing, the River Lym and the River Axe both flow through the area plus there are five small freshwater lakes in Uplyme that are regularly stocked with Rainbow Trout.

I don't know if this person is even being purposefully malicious doing this, but try walking around in the woods like that in the USA and you shall be in definite danger of getting your head blown off.
