It was rabies paranoia.<br /><br />Before we knew what caused rabies, "experts" believed that rabies was always present in a dog. Whenever it got very hot in the summer, the dogs would start panting and that would release madness in them. Thus, during the summers, constables and special police rounded up all the dog they found that were wandering around and heavily panting!<br /><br />I've heard awful stories about what happened to dogs during the rabies scare we had in my part of the country during the 1950's through the 1960's. Pet dogs were taken from homes, declared unvaccinated, and then sold to laboratories or gassed.
